While DC: Dark Legion has a huge number of heroes to choose from, they’re not made equal. With how expensive material and time investment can be – especially via duplicates – it’s important to sift through Dark Legion’s characters and suss out who’s hot and who’s not, especially as we’ve been given enough time since the global launch to mull over each of them and establish the current meta.
With that in mind, here’s our take on each of DC: Dark Legion’s characters and where they sit on a tier list.
Foreword
A few things to take note of:
- Heroes are ranked by letter grade:
- S-tier characters are superb. These are the best heroes in the game, and boast incredible performance in their niche. There’s no reason not to use them if you have them – minus star investment.
- A-tier characters are great. They’re not the best characters, but they pack consistent performance that will help you all throughout the game.
- B-tier characters are okay. Not too bad, not too good. They have acceptable performance, but there’s definitely room for improvement.
- C-tier characters are eh. Their multipliers are weird, their kits clash with themselves, or there’s just someone that can do a better job than them. Not totally unusable, but it’s not difficult to find a substitute.
- D-tier characters are meh. Unless you’re looking for a challenge (or need to atone for some grave sin), there’s no point using these guys.
- This tier list assumes maximum level and stars. Hero profiles are collected from the in-game Collection menu.
- Multiversal Force nodes will not be factored in – there’s no way to access those via the Collection screen.
- We will not be covering Epic (purple) heroes like Gatling Gal, Big Boy, Home Fun, or the Shield Squad since they have a very tiny ceiling for growth.
- This tier list was made in early May 2025. New heroes and mechanics since then are not accounted for in this list.
- This tier list doesn’t account for any specific game modes.

S-Tier
Superman

Rarity: Mythic
Role: Warrior
Pros:
- Amazing damage output even at 0 stars; take note, non-spenders!
- Solar Energy stacks make Superman a persistent threat
- Powerful disable via freeze
- Big DEF boost via passive
Cons:
- Mythic
- Strictly single-target damage
- Wants a Superman family team to maximize his potential
He may be a flying brick and boy scout, but Clark Kent does not disappoint. Even at 0 stars, Superman is already a force to be reckoned with, with a gigantic 660% ultimate that also grants him a slow but steady ATK boost. Further investment into Supes gives him even bigger single-target capabilities (heat ray) and a disable (frost breath).
While Mythic units are usually F2P unfriendly due to the many, many shards you’ll need, Superman stands out for being a great unit that even free players can slowly build.
Zatanna

Rarity: Mythic
Role: Supporter
Pros:
- Amazing all-around buffer
- Clone is an extra body on the field, and can potentially eat ultimates
- Decent spiritual DPS when buffs are on CD
Cons:
- Mythic
- Really needs shards to mend low skill multipliers
You’ll see me complaining a lot about buffers as you continue down this list. This is because they can’t hold a candle to Zatanna, whose wide yet simple array of effective buffs make her possibly the best generalist buffer in DC: Dark Legion.
Zatanna’s main trick is to grant all allies a smidge more ATK and DEF. Nothing amazing, but an excellent buff that most teams will get mileage out of. This ultimate also gives Zatanna a normal attack modifier; couple that with her Spiritual AMP passive and she can manage to do respectable damage when she isn’t buffing. However, note that Zatanna really wants dupes – the multipliers on her ultimate are sad at low levels, and her efficiency skyrockets once she gets her single-target ATK buff skill. Still, it’s hard to find someone who covers multiple bases in one go, making Zatanna a mainstay once you get her.
Constantine

Rarity: Mythic
Role: Magical
Pros:
- Huge AOE skills that leave DOTs and ramp up as Constantine casts them
- Strong even at low investment
Cons:
- Mythic
- Wants a Justice League Dark team to maximize his self-buff
Constantine is at the top tier of this list for one simple reason: raw damage. Few, if any heroes can match John Constantine’s ability to literally rain fire on his foes as a magical damage dealer, which gives him much higher DPS than what the multipliers on his skills might indicate. Constantine’s Black Magic Surge passive is the cherry on top, vastly improving both his ultimate and skill’s AOE, range, and damage every time he uses them. I said “cherry on top” – Constantine is already strong from the get-go and only gets better with more stars.
While he’s plenty powerful on his own, Constantine will appreciate having more Justice League Dark teammates, as each one gives him a 25% ATK buff at max level.
Joker

Rarity: Mythic
Role: Intimidator
Pros:
- Powerful, lingering DOT that spreads both itself and other debuffs
- DOT scales based on number of stacks; the longer the fight, the more effective Joker becomes at stacking damage
- Doesn’t need to be alive to continue his role
Cons:
- Mythic
- Needs a way to guarantee landing his DOT
The Clown Prince of Crime, unsurprisingly, is one of the best heroes in DC: Dark Legion.
Joker’s kit revolves entirely around proccing his signature debuff, Joker Venom. This debuff deals continuous damage to an enemy based on the number of stacks (to a max of 100 stacks). Nothing amazing on its own – but consider this: Joker Venom spreads itself and other debuffs upon hitting 50 stacks. This means that Joker can focus just fine on inflicting max stacks on one target – in the end, his enemies will all get what they deserve.
While he doesn’t need shards to work (though note that Joker Venom’s DOT damage is affected by his ult level), he does need to consistently spread his Joker Venom. The base chance to inflict it with his skills is 50%, but you can bump this up by building…effect hit rate, or whatever that niche stat was. See, I don’t even remember what it was called.
Green Lantern

Rarity: Mythic
Role: Supporter
Pros:
- Undoubtedly the best healer in the game, with overheal to shield conversion, stuns, and healing over time
Cons:
- Mythic
- The only way to get him is to pony up real money, making him an exclusively P2W character
The good: Green Lantern is a hilariously overpowered top-tier healer. Where other supports have to choose between heals, buffs, or shields, Green Lantern has both heals and shields via his ultimate, where a percentage of overheal becomes shields. This means that no matter when his ult is popped, it’s going to have a strong effect. The rest of his kit is just as good – a two-second stun at level 1 and a healing over time effect round out his skill set. He’s just a great hero, period.
The bad: not only is he Mythic, but the only way to get him is to score points via the Source Gem Pact. And no, you don’t get him in one go – you need to buy multiple Source Gem Pacts to get points towards his event page.
Let me make this very clear: the only way you’re going to get Green Lantern on your team (as of writing – May 2025) is by spending large amounts of real money.
Sinestro

Rarity: Mythic
Role: Magical
Pros:
- Chaining ultimate means it’s very easy to get maximum use out of it
- Great even with no dupes, especially effective against enemy teams
Cons:
- Mythic
Sinestro is like a really big gun that you bring out when you really want something dead. Like other Magical units, Sinestro excels in dealing AOE spiritual damage. Thanks to how his ultimate works, however, Sinestro has a much easier time maximizing the output of his ultimate as it chains. Extreme multipliers + a chaining ult means that Sinestro will have no trouble deleting any enemy he runs across.
The best part? Sinestro, like Superman, already provides great performance even at 0 stars!
A-Tier
Wonder Woman

Rarity: Legendary
Role: Guardian
Pros:
- Bulky, hard-to-kill tank with lots of CC
- Two stun skills that have full uptime on unlock
- Can shield allies
- Is free on every account!
Cons:
- Virtually no damage herself
It’s very rare that gacha games give you a great tank off the bat, and Diana is one such example.
Sure, she barely does any damage, but that’s not her job. Her main task is to provide windows for your DPS windows and prolong battles via her two stun skills that incapacitate enemies for 2 seconds at every level – meaning WW gets full use out of them even at level 1. Apart from this, she also comes with a shield skill that scales off her max HP, and the combat AI seems to prioritize shielding her other melee ally.
Harley Quinn

Rarity: Mythic
Role: Warrior
Pros:
- Excellent AOE damage dealer who can buff her own normal attacks
- Built-in life steal; can extend this buff to other Suicide Squad allies
- Energy refund passive helps her maintain momentum
- Free with the 7-day sign in bonus for newbies
Cons:
- Mythic
- Needs to last hit enemies for her refund
Harley Quinn is free for all newbies, as long as they sign in for 7 days and don’t forget to claim her. This might lead to the impression that she’s middling. Quite the contrary, actually – Harley is a superb AOE DPS. While she never quite reaches the levels of S-tier heroes, she’s a great mainstay and will serve you quite well until you get someone better.
Harley’s got a simple kit – an ultimate that does AOE damage with a self-buff, a single target nuke, life steal that also extends to her fellow Suicide Squad members, and an energy refund passive that triggers if she kills an enemy. Nothing too fancy apart from her ultimate’s buff also changing her normal attacks to AOE (with a respectable ATK boost) for 10 seconds.
Batman

Rarity: Mythic
Role: Warrior
Pros:
- All-in offense hero who shines in Justice League teams
- You can get him via pre-registration box or for cheap, if you’re willing to spend
Cons:
- Mythic
- Smoke grenade is a chance-based debuff
- Needs a full team of Justice League heroes to reach full potential
- Surprisingly doesn’t provide any bonuses to Bat Family aside from innate faction bonus
Batman boasts decent multipliers on both his AOE and single-target skills, but these multipliers go straight to ridiculous when he’s paired with 4 other Justice League allies. Take his ultimate as an example: at max level, it deals base 750% AOE damage but gets +290/580% if he has 3/5 Justice League allies. It’s not Superman levels of funny, but keep in mind that this is an AOE attack.
Outside of JL comps, Batman is still decent. He’s a self-sufficient DPS (though not to the degree of say, Harley) with lots of tools for damage, as well as a dodge/counter with a micro-stun. Compared to other “remove self from field” heroes, Bruce gets a pass here since he does have the DPS chops to finish the job, and he’s a Warrior, not a Guardian.
Mera

Rarity: Legendary
Role: Supporter
Pros:
- Free healer
- Scales off ATK
- Legendary, so building her won’t be tough
Cons:
- X% healing buff is only active for the first part of a fight
Mera is the third of your starter heroes, and she completes the trinity of tank-DPS-healer. As with Wonder Woman, she’s very effective in her role (though she does have this easier as there aren’t many healers to compete with). Just load Mera with ATK like any other hero, and off she goes.
Note that her Water of Life passive is only active for the first 20 seconds of a fight. It’ll help a bit in trying to weather frontloaded damage teams, but other than that, it’s unremarkable.
Black Adam

Rarity: Legendary
Role: Magical
Pros:
- Easily accessible source of strong spiritual damage
- AOE
Cons:
- Rectangular/linear AOEs means his ult misses a lot in auto mode
- Quickly obsoleted by stronger Magical heroes like Sinestro or Constantine
Black Adam is a Magical hero; as with all other Magical heroes, his specialty is inflicting AOE spiritual damage. Unlike fellow S-tier Magical heroes Sinestro and Constantine, however, Adam suffers a lot from whiffed hits due to how his AOEs hit. Manual mode will allow you to maximize him, sure, but that defeats the purpose of the game.
Don’t make the mistake of thinking he’s bad, though. Adam is good, great even, in the early game – at least until you get a better Magical unit, and thanks to his rarity, you’ll very likely run into him before either Sinestro or Constantine.
Dr. Fate

Rarity: Mythic
Role: Guardian
Pros:
- Has a party shield/single target shield that scales off his HP, providing protection to the entire team
Cons:
- Mythic
- Really wants shards to amplify his HP scaling
Doctor Fate’s kit is a simple concept executed flawlessly. His ultimate grants shields to all allies in an AOE, which scale off his max HP. Shields are rare, party shields are rarer, and HP-scaling party shields are insane. Enough said.
He’d be higher if he wasn’t Mythic as he really wants those dupes, since each dupe increases the scaling of his ultimate shield by a respectable amount.
Green Arrow

Rarity: Legendary
Role: Firepower
Pros:
- Free with every account
- Legendary rarity makes investing easier
- No-frills high single-target damage output hero
Cons:
- Crit rate buff is useful but could’ve been ATK instead
Green Arrow is another simple concept executed flawlessly. He does nothing but damage. No extra effects, no fancy tricks, just damage. Vanilla? Yeah, but you’d be surprised at just how dang good Green Arrow is at his role.
The best part? He’s free and is just sitting in your account, waiting patiently for you to spend resources on him. And he’s worth it.
Poison Ivy

Rarity: Mythic
Role: Supporter
Pros:
- Prolongs fights with consistent heals and extra bodies
- Can disrupt movement
Cons:
- Mythic
- Less upfront healing than Mera
- Needs her whole kit
Poison Ivy is an expert at prolonging engagements, thanks to her wide array of healing skills that put plants on the field – which also serve as extra bodies the enemy has to go through. Her ultimate is a big single-target heal that scales with the number of summoned vines she has, her 2nd skill is an extra body with a chance to inflict a weak dot, and her 3rd skill is a summon that fires AOE heals, with a chance to add a regen effect. All those are great, but her 4th skill deserves special mention as it forcibly displaces enemy heroes. If she manages to hit a support or a squishy DPS with it…
However, note that I’ve been talking about the rest of her kit – meaning, yes, Poison Ivy is yet another Mythic hero that needs investment to unlock her kit. She really needs all 4 skills unlocked to be at her best.
Deathstroke

Rarity: Mythic
Role: Assassin
Pros:
- Peerless single-target damage
Cons:
- Needs LOTS of investment to really shine
Deathstroke is a simple hero: all he does is hit single targets very, very hard. This is both his strength and his weakness.
First, his strengths. Deathstroke has obscene multipliers on his skills – his ultimate starts at 900% and grows to 2200% at max, and his second skill goes from 400-1200% and snipes the strongest enemy. His 3rd skill grants him massive ATK buffs per Legion of Doom ally, while his 4th grants him extra survivability by giving him passive regen.
Now, the weaknesses. 2200% is undoubtedly huge, but it’s not one-shot territory. For him to really shine, Deathstroke needs massive amounts of investment to make his strikes worth it – we’re not talking about just raising his ATK, but also crit rate/damage, full stars to ensure maximum multipliers, his signature Legacy Piece, a full (and competent) Legion of Doom team, and so on.
Deathstroke is undoubtedly powerful, so use him if you have him – but keep in mind he’s not a silver bullet for all your problems.
Scarecrow

Rarity: Mythic
Role: Guardian
Pros:
- Tank of choice in spiritual damage teams
- Passive skill grants him large amounts of damage reduction
Cons:
- Does much less for physical damage teams
Scarecrow’s main gimmick is to spread his signature fear gas (fear toxin, but sure); in DC: Dark Legion, this gas is converted into a stacking -7.5% damage dealt and can be amplified into Mental Breakdown via Scarecrow’s ultimate, which inflicts a 2 second disable and a decent MEN penalty.
MEN penalties are the core of Scarecrow’s kit, making him a fantastic pick for spiritual teams. Outside of spiritual teams, he’s decent if somewhat lacking. Scare stacks will still contribute to reduced damage, while Scarecrow’s 4th skill gives him strong damage reduction and protects Arkham’s Most Wanted heroes.
B-Tier
Shazam

Rarity: Mythic
Role: Guardian
Pros:
- Disruptive taunt tank with a self-revive
- Good at stalling as a melee fighter
Cons:
- Mythic
- You already have a great, FREE tank in your account
- No passive damage reduction, vulnerable to burst/focus damage
Shazam is a Mythic rarity Guardian. That alone makes it hard to justify maining him, since Wonder Woman is 1.) free, 2.) easier to star up because of her rarity, and 3.) a great tank in her own right.
If you do decide to use Shazam, he’s decent. He follows the usual taunt tank pattern of disruption and getting enemies to focus on him with normal attacks so that his allies can finish the job. However, it’s important to note that Shazam has no passive damage mitigation options – they’re both tied to his skills, which ironically makes Shazam vulnerable to disruption himself. This also means that Shazam is vulnerable to focus fire and burst damage especially if his shield and DEF buff aren’t up.
Flash

Rarity: Mythic
Role: Supporter
Pros:
- Batteries your highest ATK hero, providing energy for ults and ATK buffs
Cons:
- Mythic
- Really wants shards to unlock his 2nd skill and passive
- Inflexible; can’t do much if your strongest hero gets shut down
Yeah, I was surprised too when I discovered Flash was a Supporter. He’s pretty good at his job though, which is serving as a battery for the hero with the highest ATK as well as giving them a sizable ATK buff.
Flash is a welcome addition to any team, to be sure, but he’s not without drawbacks. His focused buff, while powerful, is also a case of putting all your eggs in one basket – if your strongest hero gets stun locked or bursted down, Flash immediately becomes much less useful. The most glaring part of Flash, however, is the fact that he’s Mythic. He really, really needs stars, not just to unlock his other skills (particularly 2nd skill and passive) but also to improve the meh numbers that his fresh skills have.
Batgirl

Rarity: Mythic
Role: Supporter
Pros:
- All-in crit buffer
- Buffs her party, not just a single target
Cons:
- Mythic
- Needs investment to increase multipliers; base level multipliers are eh
- I think ATK buffs are more reliable
Like fellow Bat Family hero Red Robin, Batgirl pretty much exists just to boost crit rate; unlike him, Batgirl isn’t a terrible character as pretty much anyone can get some mileage out of her crit rate boosts. I’d argue that ATK boosts are better since they’re more consistent, but your mileage will definitely vary.
Do note that Batgirl buffs every ally with her ultimate, and unlocking her full skill kit significantly enhances her performance.
Red Hood

Rarity: Legendary
Role: Firepower
Pros:
- Easy to get
- AOE ult
Cons:
- Additional crit proc is harshly limited by the “once per 5 seconds” clause for his AOE attacks
Red Hood is a vanilla ranged DPS that you’ll probably get early on, thanks to his rarity. Compared to Green Arrow, Red Hood leans more towards AOEs. They don’t compete for the same role, so you can use them together if you want. Green Arrow is still IMO the superior choice, though.
Apart from the AOE ult, there’s nothing particularly interesting about Red Hood. His Blow the Hood skill could’ve been amazing, but alas, it requires him to crit (which requires big investments to get his 3rd skill up as well as party/gear support) and only triggers once per 5 seconds.
Bane

Rarity: Mythic
Role: Guardian
Pros:
- Stupidly hard to kill thanks to his self-heals, especially his ult which restores a percentage of his max health
- Ult grants him damage reduction, not DEF
- 50% more DEF at half HP
Cons:
- Mythic
- Provides nothing to his team other than a control resistance passive
Bane is the shining example of a self-sufficient tank. While he provides none of the utility that tanks like Wonder Woman or Shazam offer, Bane is like a big hunk of meat that just won’t die. He can’t stun, he can’t taunt, he can’t debuff, but he’s so stupidly hard to kill – and that makes him a persistent threat that can continually take enemy hits while his backline allies do their thing. Bane’s two healing options allow Bane to shrug off any attack that fails to kill him; most prominently, his ultimate‘s healing scales off his max HP.
Bane’s main shortcoming is that his passive, while undoubtedly powerful for Bane himself, only applies to the Arkham’s Most Wanted faction.
Aquaman

Rarity: Mythic
Role: Firepower
Pros:
- Ultimate groups enemies, setting up kills for AOE nukers with his AOE ultimate
- Usable at low investment if all you need from him is the pull
Cons:
- Manual mode required to get the most out of him
- Requires a full Justice League team for maximum DPS (but you probably won’t use him for DPS anyway)
Group ‘em up, knock ‘em down. Aquaman’s main gimmick is his ultimate. It doesn’t do great damage on its own (just 120% at level 1), but it groups up enemies where it hits. This has amazing synergy with heroes like Harley Quinn, Black Adam, or Constantine, whose ultimate hit an area. What’s especially great is that the area doesn’t scale with investment, making Aquaman usable at low stars. Finally, this looks like a job for Aquaman!
The rest of his kit is okayish. He has a good disable for his 2nd skill, a knockback/damage for his 3rd, and a passive that doesn’t work with his kit – it gives him a 50% chance to deal big damage with his normal attacks. None of the Justice League characters in the game are big AOE damage dealers, and as mentioned, you want to put him in off-teams with big AOE nukers, so this passive just clashes.
Cyborg

Rarity: Mythic
Role: Intimidator
Pros:
- Massive AOE DEF debuff for crowd control
- Self-revive helps him get his debuff out
Cons:
- Mythic
- Requires heavy investment into his ult to justify using him over another DPS
Cyborg’s role is to hit enemies with his ultimate, after which they’ll ideally kill the entire enemy team. The debuff inflicts with his ult is huge; Vulnerability increases physical damage taken by a big amount for its duration. At base level it’s 20%, at max investment, Cyborg inflicts +60% physical damage taken.
Do note that while powerful, Cyborg’s Mythic rarity really hurts him. At low star levels, it’s very likely that just slotting in another DPS in Cyborg’s slot will lead to more DPS.
Raven

Rarity: Mythic
Role: Supporter
Pros:
- Hybrid healer/DPS
- Can swap out to protect an injured ally
- Awakened a need for a goth GF. Thanks, Cartoon Network.
Cons:
- Doesn’t particularly excel in either role
- Swap skill isn’t ultimate, so it can easily be misused
Raven is a Mythic hybrid healer/DPS character. The results are okay. She does more upfront healing than Mera but will likely have less overall healing due to her 3rd skill putting Raven in danger. Raven also has some DPS tricks – all-around decent, but nothing super amazing.
The most unique part of Raven’s kit is her 3rd skill, which swaps Raven and an ally’s positions and will heal that ally. This would be fantastic if it was her ultimate – there are a lot of practical applications for this if properly timed – but alas, it’s her 3rd skill, so you can’t control it.
Robin

Rarity: Mythic
Role: Assassin
Pros:
- Innate crit bonus
- Invulnerable during ultimate
Cons:
- Mythic
- Ult randomly targets
- Wants a full Bat Family team for the crit synergies
- Too much effort for too little return
Robin is an Assassin that needs crit to function. His 2nd skill unleashes shockwaves on crit, while his 4th skill grants bonus crit, as well as overcrit bonuses (over 100% crit rate), converting it into crit AMP. Bottom line: Robin wants enormous amounts of crit.
Now, this crit is surprisingly “accessible” – you just need to run Robin in a full Bat Family team for the innate crit rate boost. Red Robin as tank adds some crit res debuffs, while Batgirl gives crit rate buffs. Unlike other characters who gain bonuses for being in a faction team (perhaps except Deathstroke), Robin needs this faction buff to function at full capacity.
The end result of this is far from impressive. With enough investment, yeah, I guess he -can- be good…but I could’ve been pumping up Deathstroke with the same resources.
Two-Face

Rarity: Mythic
Role: Firepower
Pros:
- Consistent performance
- Has an AOE
Cons:
- I’d expect more of a Mythic than “deals damage”
He has half a face! He represents the dichotomy of good and evil within people! He shows that life is cruel, callous, and random! He…shoots a gun and doesn’t do much else!
With how dedicated Two-Face is to 50-50 odds, you’d expect the same from his kit, but nope. He’s surprisingly consistent (if a little low on the multiplier side) and disappointingly ordinary. Reliable, though, and decent enough to carry you until you find a ranged DPS you like better.
C-Tier
Vixen

Rarity: Legendary
Role: Supporter
Pros:
- Easily accessible ATK buffer
- Has both AOE and single-target ATK buffs
Cons:
- Doesn’t do enough
Like Flash, Vixen is an ATK buffer. Unlike Flash, Vixen just doesn’t do enough. Yes, her ATK buffs are both single-target and AOE, but while buffs are nice, they’re not the sole factor that determines the flow of battle. Flash grants an ATK buff, yes, but more importantly, he fills the energy of the strongest allies, resulting in a bigger net DPS boost over a raw ATK buff. Vixen…just gives more ATK. She could do more.
While she’s passable as a buffer (unless you get a better one), Vixen does have a big advantage in that she’s just Legendary, making her easily accessible among the available heroes. Just keep playing the game and you’ll get Vixen. You can also always just stick her in LevelSync if you want to use her.
Captain Cold

Pros:
- Big DEF debuff
Cons:
- Easily beaten out of his niche by Cyborg
- Disables have a pathetically low proc chance
Captain Cold is…a thing, I guess. The most obvious standout feature is his ultimate, which inflicts a whopping +60% damage taken debuff at max level (+20% at base). The problem is that Cyborg does the exact same thing, but way better via an AOE and 2 more seconds. Cyborg is Mythic, true, but the extra utility he offers easily trounces Captain Cold.
The rest of Captain Cold’s kit is eh. He has an AOE/”disable” that has a lousy 10% chance to freeze, a counter, and a DEF passive for the Legion of Doom.
Just use Green Arrow.
Lex Luthor

Rarity: Mythic
Role: Firepower

- Mythic
- Must have investment to bring out his Legion of Doom capabilities
- Very restrictive team building options, especially with super villains
- Harder to make use of his AOE
For a Mythic unit, you’d expect more of Lex Luthor, but nope – he just straight-up does damage. To be fair, his multipliers are decent…but then again, you’re spoiled for choice when it comes to “ranged heroes that deal damage”. His ultimate is an AOE but note that it’s row-based. Just like Black Adam, be ready to switch to manual to maximize this, or learn to live with the fact that Jeff…I mean Lex, will probably just hit one person with it.
Lex Luthor’s 3rd skill and passive allow him to spearhead a Legion of Doom team by granting them bonus energy at the start of a round and boosting his own energy regen. You can’t deny that this is powerful, but you also can’t deny that this will be very, very expensive, and you’re better off investing in different Mythics.
Deadshot

- Healing received debuff isn’t useful at all
- ACC increase isn’t great and worth spending shards to get
No, I literally can’t think of anything good about Deadshot other than “he’s another ranged DPS option”.
Deadshot isn’t terrible, but his mechanics are just so out of place that swapping him out for any other ranged DPS isn’t difficult. His main gimmick is inflicting incoming healing debuffs, which are very circumstantial and only affect a single target. He’s also built to capitalize on his own debuff with extra normal attack damage, and secure kills with an ACC passive.
For reference, Green Arrow has a higher ultimate multiplier than Deadshot at max investment, an AOE, and an actually useful passive. Do what you will with that information.
Penguin

Rarity: Mythic
Role: Intimidator
Pros:
- Kamikaze penguins are funny
- AOE damage options
Cons:
- A debuffer that’s trying to DPS
- Only debuff is a slow
- Kit doesn’t really revolve around debuffs; he needs Joker to do the heavy lifting
I love The Penguin’s character (especially thanks to Danny DeVito’s portrayal) but his DC: Dark Legion incarnation is just lacking in every aspect. Once again, we have a character with a defined role trying – poorly – to break out of it.
Penguin is an Intimidator hero, and these guys are supposed to use debuffs as the crux of their kit: Joker’s Joker Venom stacks are very lethal and facilitate debuff spread, while Cyborg’s huge physical damage debuff sets up a sweep for the rest of your heroes. Penguin…summons explosive penguins that deal AOE damage. Granted, the damage they do is okay-ish, but remember that Penguin is supposed to be a Mythic Intimidator. The only debuff he can inflict is a slow, and that’s only tied to his 2nd skill.
There are both better AOE heroes and more coherent debuffers.
Red Robin

Rarity: Mythic
Role: Guardian
Pros:
- Has crit res debuffs, I guess?
Cons:
- No control or survivability tricks, only really exists to serve as a Bat Family tank, which most players find limiting.
Red Robin is a tank with virtually zero tanking skills. Wonder Woman can stun and shield, Bane is just stupidly hard to kill, Scarecrow inflicts damage down on enemies. This guy…deploys decoys that lower crit res. Yeah. He’s basically just a lip-service “tank” for the Bat Family. His only real purpose is enabling regular Robin or helping your other DPS characters land crits – which you can get elsewhere.
Not terrible in the right circumstances (such as if you need to set up crits for whatever reason) but it’s not difficult to find better tanks.
D-Tier
Killer Croc

Rarity: Legendary
Role: Guardian
Pros:
- Legendary, so he can be squad filler in the early game
- DEF debuff is considerable at high investment
- LevelSync exists if you want to use his DEF debuff later on
Cons:
- No disruption, CC, or survivability active skills
- DEF debuff is pathetic at low levels
- “Retreat and heal” passive can cause enemies to focus your other melee hero
No two ways about it – I hate Dark Legion’s Killer Croc.
I got him early, and I wondered how the hell he kept dying when Wonder Woman was staying healthy. Then I checked his move set, and…wow. But let’s start on a positive note: Killer Croc is a Legendary character, so you’re passively going to get his shards. And, to be fair, his ultimate does inflict a considerable -30% DEF debuff.
Now to the bad: unlike other Guardians, Killer Croc has zero ways to help his allies survive. Yup, you read that right. He’s a tank who wants to DPS, with a AOE skill (130% at base, 300% at max) and a 4th skill that lets him retreat, heal, and nuke. Disregarding the fact that a Guardian’s main job is to stay on the field and take hits for the allies that actually can do damage, this can also cause enemies to focus on your other frontliner. Nice job. Oh, and his one saving grace, the 30% DEF debuff? That’s at max investment. At level 1, it’s a piddling -10% hit, which is barely anything.
Thank goodness for LevelSync, which can let you give Croc free levels if you really want to use him later.
Catwoman

Rarity: Legendary
Role: Warrior
Pros:
- Steals ATK
- Free if you do the “Save Catwoman” newbie event
Cons:
- Slow burn passives that don’t fit DC: Dark Legion’s fast and furious playstyle
- Takes too long to come online, does too little when she gets there
DC: Dark Legion will flood you with the “Save Catwoman” series of quests early in the game. This is a lie – you should actually save yourself from Catwoman.
On paper, she looks decent: okay multipliers, steals ATK, and has a dodge passive. In practice, Catwoman takes way too long to come online. Her ATK stealing effects require her to land her ultimate and 3rd skill, when they would be more impactful if they immediately activated when deployed. Catwoman’s survivability is also iffy. Yeah, she gets 30% dodge – but again, this is a slow burn buff rather than an instant effect. This also means that she gets splatted by stronger damage dealers before she even has a chance to trigger all her effects.
Oh well. At least there’s a reset button, right?
Atom

Rarity: Legendary
Role: Warrior
Pros:
- He explodes, and that’s funny
Cons:
- Entire kit revolves around him dying
- ATK passive requires him to stay on the field, which is kind of against his entire kit
- Sacrificing a hero should come with big bonuses, but alas
Atom is…funny, to say the least. His entire kit revolves around him game ending himself for a payoff with his ultimate, that deals 1100% + 5000 at max level, as well as a 2 second stun. Sounds great? It’s not – you lose 1 hero for the rest of the fight, and that multiplier could be much higher. The ideal use case is that you build up Atom’s ATK by letting him land normal hits, which is antithetical to his entire kit.
Switch to someone with more staying power.
Black Canary

Rarity: Mythic
Role: Intimidator
Pros:
- Silence and ATK debuff
Cons:
- There are better disablers – some of them are hybrid units
- ATK debuff is locked behind 3rd skill and is pathetic at low levels
- Passive only helps her
Black Canary is one of those units that sounds great on paper but translates to lackluster in practice. Yeah, blocking your enemies from using skills seems like it’d be a fantastic skill, but really, it’s a win-more kind of thing. Not to mention that the skills are going to go off anyway after the silence duration; worse, this might even lead to multiple skill use in succession because their cooldowns have now aligned.
Black Canary might’ve been more useful if her ultimate was her ATK debuff, but that’s another can of worms – a measly 5% ATK debuff at level 1.
Skip and don’t look back.
Stargirl

Rarity: Mythic
Role: Supporter
Pros:
- Only hero (so far) that can cleanse debuffs for whole team
- Also has a reduced incoming damage buff on her ult
- LevelSync exists
Cons:
- Entire niche revolves around hard countering debuffs
- Number of cleansed debuffs scales with stars
Let’s get this straight: Stargirl isn’t terrible like the other D-tier characters, but she suffers from an extremely niche kit.
Stargirl’s entire kit revolves around her countering Intimidators or other debuffers. Her ultimate cleanses debuffs, which can be very situationally handy (fighting Joker Venom, for instance). However, going all-in on hard countering a strategy that currently only 1 hero uses is 100% awful. The worst part of Stargirl, however, has to be her ultimate scaling. You guessed it – you need level 5 ultimate to remove 5 debuffs.
Don’t hard invest, just use LevelSync.
